暴雪推出WoW Visa信用卡

Blizzard宣布将与Visa推出WoW信用卡！这个信用卡好精美，有13个WoW图像供选择。而且瞄准对象就是广大的8百万WoW玩家。
因为当使用这个信用卡的使用，将得到的奖励有：

赚取1%的时间奖励积分每消费USD1
第一次使用将获得免费一个月的游戏时间
0%年费
首12期0%APR

A balance transfer fee of 3% of the transaction, with a minimum of $10, maximum up to $75, will be applied to each balance transfer with this offer.

最后看到这段话，是什么意思？是像debit card那样吗？当将余额从里面转出来的话，将需要支付那么多呀？
